First you need to get the car checked at Puspakom. Thats RM30. Puspakom will issue a cert for you to produce to JPJ when changing name.
Then you need to buy insurance. Premium depends on how much you insure. So RMxxx.
Then off to JPJ for the process of changing name. Easier if original owner present. Few documents that they require. Also a checklist of what forms you need to fill out. Refer to JPJ website:
