Hi Guys,I'm new trying to get into getting an E30. I recently bought an E30 i318 that failed puspakom because chassis number suspect tampering and chassis number mismatch to car type & year for chassis number. The car got impounded and system logged in JPJ. Now its stuck and can only be used I suspect as spare parts donor... Lost much money now... Wondering how you guys deal with this issue when buying 2nd/3rd hand cars...Thanks!

bro,
i did check the vin number via internet BEFORE i sign the dotted line, during the vehicle inspection, i mean own inspection, not puspakom inspection. The vin number website to check the status of the car iis available for E46, i'm not sure abt previous model, other sifu may be able to help

you bought the car before the puspakom inspection? why not after?

sorry to hear about your predicament.

i thought now it's a requirement for puspakom inspection before purchase/transfer?

You either continue to use the car without the transfer of the name and give all the summons to the previous owner (who obviously did not tell about the chasis)

BTW, what is your vin number stamped on the body.

Usually, in order to confirm a sale, it is usually the seller to get the car inspected and passed by puspacom.

bro, next time pay deposit 1st then send to ispection after puspakom pass d then pay full payment.

Bro, since the name on the registration card is still the guy you bought it from, I suggest you take it back to him (the card, since the car is impounded) and ask him for your money back. Otherwise employ a lawyer to sue him for it. The onus is on the owner of the car to get the car inspected so that it is fit for resale, not yours!

The issue on who is responsible for the Puspakom inspection seems to be a grey area. Some seller pass the responsibility to the buyer. So it's a willing buyer willing seller basis.

But whatever the decision, it would be prudent to obtain a "Lulus" Puspakom inspection before making full payment. If seller refuse to get it done and also refuses to allow the buyer to take the car for inspection, then I would say "Run away from the deal"

Do not trust runners services for we have heard too many times "Gagal" can turn to "Lulus"

To safe guard your own interest, it's adviseable to be there to witness the inspection.

It's also adviseable to have a "Bill of Sale" with clauses of full refund in case the car is non transferable.

A sample could be something like this;

BILL OF SALE

Thanks for the input guys. I never really thought about it till it hit me actually. The funny thing is the VIN number matches the grant however... they found that the number looks suspect. They scrapped it off and notice another set of numbers. They pealed of the rubber and found signs of knocking etc and claimed the number was rechisled into place.

Secondly the VIN number was a mis-match. The VIN did not match what a BMW E30's VIN should start like.

Finally the VIN number was almost a year after the date of the grant. Aka the car was supposed to be 1982 but the VIN didn't appear until next year.

I did some homework to check that the VIN is not problematic but there's no way I could have known about the above. I suspect you'd have to know what you are looking for to even see it...

But buying without puspakom was just plain dumb.... Can't deny that.

That gonna be difficult. The first owner is on the grant but subsequent owner hadn't managed to change name. Second owner bought it when puspakom inspections were not necessary and he only just renewed road tax without change of owner. I guess I should have guessed that something was a miss. However they did have the documents all signed with the photocopy of the first owner's IC so everything looked in order.

Bro, Mizhan, Ha!Ha!, Someone else is making me sign this very soon. Just sent the car for Puspakom inspection today. Funny thing they approved the front tint this time.

Oh, those guys there are quite through with the inspection, therefore a bit slow. This morning I was there, luckily they were gentle with my car when pealing off those door rubbers.
