In Japan imports, that is the transmitter for the ETC (Electronic Toll Collection) cards. The cards are slotted in just behind the rear-view mirror. If your's is a Japan import then this might be it.

Sadly we can't! It is because the ETC operates via a radio frequency, wherelse our fantastic SmarTag is based on infra-red (line of sight required). Singapore used radio freq technology like the Japanese! That is why we need to slow down, pick up the transmitter, dangle it for the SmarTag receiver to catch signal, and then open sesame!
Strangely, that devices really looks like the ETC transmitter found in Japan spec BMWs! http://www.go-etc.jp/english/device/img/img_03.jpg If it is not an ETC transmitter, it could be a GPS antenna but I have never seen a GPS antenna mounted on the windscreen like that. Also most after-market GPS antennas are squarish (cubic) in shape rather than rectangular. I could be wrong though. Did the prev owner of the car fit an aftermarket in-dash GPS unit or something like that?
I had the same thing on my jap spec 39. there was a unit with a card slot connected under the steering area. removed it though when I tried with my touch and go and didnt work. Ecco, maybe your slot machine ( 777 ) removed hehehehe
looks like an x-ray camera to take upskirt pics of the girls in your z4m, when they get excited from the drifts in the car. only in japan....hehehe
