Where to tune E36 325

Very Good Day Sifus,I would like to enquire on where to tune my car E36 325i...i would say my car now is 'lembab' aka heavy..and i was thinking of tuning my car if it is required to make it feel lighter when i kick the pedal..Sifus recommendation is highly appreciated..Tq.

The rpm hard to went above 3k..like sometin is blockin it ways to push the rpm over 3k r 4k..
