Strong fuel smell from exhaust & power hesitation

RM 50 of fuel gives me about 100km mileage! All the seals, gaskets, etc have been pulled, checked and changed if necessary.My mechanic is saying this could be related to the ECU. I am at wits end! Have spent about 2k plus on all this and the problem is still not solved!Any input/advise would be really helpful right now.
