I also have a E36 318i manual. As far as the horse power is concerned, yes it is less, since the car is quite heavy itself. Initial pick is not much, however if you build up initial momentem quick, the car can go quite fast. On turns you will see the cars handling, thats what a UDM is all about. Depends upon the mods of the car. Changing the exhaust will most likely increase the fuel consumption of your car. Stock standard rims and no mods, I used to get around 600km on a 60litre tank. Putting 18" inch rims, and a performance exhaust made that go down to around 550km or so. I am using supersprint, the sound is not that much, its more of a performance exhaust. For remus, the sound is more louder and deeper. Only a few hp will be gained, around 10hp or so. You can also include an air intake to improve the overall performance. Supersprint I believe new one is 2k+. If you want cheap (second hand), try searching mudah, members are selling on the forum here, or then the other option is chop shops. Second hands normally cost around 400-800 depending upon condition. If you want to improve hp by far, that would be to change the engine to a 318is (twin cam). It will give you around 35-40hp. The 318is engine costs around 2k+ I believe. http://en.wikipedia.org/wiki/BMW_3_Series_%28E36%29
