If it was, it's possible that your tint shop was lazy and didn't attempt to remove your road tax sticker before doing the tint - they just cut around the sticker. If so, you would have cause to go back and demand that they redo your windscreen. Before you wonder, it IS possible to remove the sticker without destroying it, if you a) do it within a few days of sticking it on, and b) do it very carefully and slowly with the help of a sharp knife or cutter to tease it out.
