The 4 rubber seals you are referring to could be just the valve cover seal which is different. A valve seal replacement requires dismantling of the camshaft, valvetronic unit, springs and other components hence the higher labour / parts price as once remove I am sure there are other parts that need replacing which will be done as well. You do not want to open up and just change the seals and tutup balik kan? why do double job? might as well replace whatever is necessary since it is opened already. Hence the 2-3k.
