You should look into the whole cooling system. The Radiator- Check if there are any leaks. Radiator Cap- With  the right Pressure Cap. Sometimes the cap are are of unsuitable pressure thus releasing the steam. Thermostat-Is it working? Hose-Any leak?, Your return hose from your picture looks kink.Fan coupling- Is it working?.Check those first before you start ordering Fan Shroud and find you are back to square one.Some of our E21 friends have no problem on overheating without the shroud, Some modify and retrofit Merz Shroud, Some addd electric fan instead of coupling.There are many alternatives.</blockquote>
