Hi UDM Sifus, what's the small lip called? I means, the last bottom one which attached to the M3 lip,

Nope it's a separate item. You can find replica versions from Ebay at around USD30-50 depending on quality. If memory serves me right, the original ones costs quite a bit.

Part number is 51112264029 for left, 51112264030 for right.

Search for "E36 M3 Splitter" on ebay for the replica ones.
